On December 31, 2021, the State Bank issued Circular 28/2021/TT-NHNN amending, supplementing certain articles of Circular 40/2011/TT-NHNN dated December 15, 2011 of the Governor of Vietnam State Bank regulating the issuance of license and the organization and operation of commercial banks, foreign banks’ branches, representative offices of foreign credit institutions, other foreign organizations executing banking operation in Vietnam.

This Circular provides the mechanism allowing credit institutions to perform the following operations:

• Collateral management

• Corporate bond issuance agency

• Buying and selling Government bonds on the stock market
