VBMA’s Board of Directors manages the business and affairs of the Association. All Board members have the authority to represent the views of their firms and are elected by the VBMA membership.

Mr. Le Duy Hai

Mr. Le Duy Hai is a seasoned expert in Finance and Banking with nearly 20 years of experience. He holds a Bachelor’s degree in Econometrics from the National Economics University and an MBA from Huron University, United Kingdom. He currently serves as Deputy CEO of VietinBank and Director of its Ho Chi Minh City Branch, and has been Chairman of the Vietnam Bond Market Association (VBMA) since June 2024. He has previously held several senior roles within VietinBank and its affiliated entities, including Deputy Director of Ba Dinh Branch, Head of Large Corporate Clients at the Head Office, senior leadership positions in Corporate Banking, and Chairman of Indovina Bank and VietinBank Fund Management Company.

Mr. Vuong Thanh Long

Joint Stock Commercial Bank for Investment and Development of Vietnam

Mr. Long is a banking and finance expert with over 20 years of experience in corporate finance and capital markets. He currently serves as Vice Chairman of VBMA, as well as Deputy Head of the Financial Institutions & Capital Markets Division, and Director of the Capital Markets and Treasury Department at BIDV. He has experience in executing ESG bond issuances in accordance with the ICMA Principles and advising corporate clients on capital raising through GSS Bonds. He holds a Master’s degree in Economics from Kobe University, Japan.

Mr. Vu Quang Dong

Mr. Vu Quang Dong currently serves as Chairman of the Members’ Council of VCBF and Deputy General Director in charge of the Treasury and Markets Division at Vietcombank. Prior to this, he held the positions of Chief Executive Officer and Member of the Members’ Council at VCBF, as well as Chief Executive Officer of Vietcombank Securities Company. He holds a Ph.D. in Economics from Georgetown University (United States).

Mrs. Vo Dieu Thuy

Vietnam Bank for Agriculture and Rural Development

Mrs. Vo Dieu Thuy is a finance and banking expert with over 20 years of experience in capital trading, money markets, foreign exchange, and derivatives. She currently serves as Director of the Treasury and Money Market Center at Agribank, where she oversees capital business strategies and liquidity management. Previously, she spent 17 years at BIDV and also held roles at Vingroup and Vincom Retail. Since June 2024, she has been serving as Vice Chairwoman of VBMA.

Mr. Do Ngoc Quynh

Mr. Do Ngoc Quynh graduated with a degree in Economics from Hanoi Foreign Trade University. He has held several key positions, including Deputy Head of Treasury, Director of BIDV International Hong Kong, Head of Treasury at BIDV, and Vice Chairman of the Board of Directors of VNDIRECT Securities Company. In addition, Mr. Quynh is one of the founding members of the Vietnam Bond Market Forum, established in 2006, and the Vietnam Bond Market Association (VBMA), founded in 2009. He served as the Secretary General of VBMA from 2009 to February 2026

Mr. Pham Phu Khoi

Mr. Khoi is a seasoned expert in banking and corporate management & advisory, with nearly 40 years of experience in the financial industry. He has held numerous senior leadership positions at major financial institutions in Vietnam, including Deputy Chief Executive Officer of VPBank, Chairman of VPBank Securities, and Chief Executive Officer & Member of the Board of Directors at Asia Commercial Bank Securities (ACBS). In addition, he has served in senior management roles at international financial institutions such as Bank of America Merrill Lynch and Standard Chartered Bank in Singapore, as well as Barclays Capital in Hong Kong. Since March 2026, he has been serving as Secretary General of VBMA.
