On December 30, 2021, the Ministry of Finance issued Decision 2550/QD-BTC announcing the list of primary dealers (PDs) of Government debt instrument in 2022. The list of PDs includes:

4. Saigon - Hanoi Securities Joint Stock Company

5. Asia Commercial Joint Stock Bank

6. Joint Stock Commercial Bank for Investment and Development of Vietnam

7. Saigon Joint Stock Commerical Bank

8. Joint Stock Commercial Bank for Industry and Trade of Vietnam

9. Ho Chi Minh City Development Joint Stock Commercial Bank

10. Military Commercial Joint Stock Bank

11. Vietnam Maritime Commercial Joint Stock Bank

12. Orient Commercial Joint Stock Bank

13. Southeast Asia Joint Stock Commercial Bank

14. Saigon Thuong Tin Joint Stock Commercial Bank

15. Vietnam Technological and Commercial Joint Stock Bank

On December 31, 2021, the Ministry of Finance also issued Official Letter No. 15078/BTC-TCNHH guiding the obligations, benefits and criteria for evaluating the PDs of Government debt instruments in 2022.
